On 6 November 2017, Zhi Shuping, Minister of General
Administration of Quality Supervision, Inspection and
Quarantine, met United States Ambassador to China
Terry Branstad’s delegation in Beijing and signed the
Protocol Between the General Administration of Quality
Supervision, Inspection and Quarantine of the People’s
Republic of China and the United States Department of
Agriculture on Quarantine and Health Requirements for
Horses to be Exported from the United States of America to
the People’s Republic of China and Protocol on Phytosanitary
Requirements on Dry Alfalfa to be Exported from the USA
to China. The signed protocols mean that China and the US
have reached a consensus on horse imports to China, and the
door to horse imports from the US is finally reopened for the
first time since 2015, when the import and export trade had
been stopped, due to the fact that horses imported from the
US failed to meet the criteria of quarantine and health.

The new protocols are momentous news for major
US. As said by the American Agricultural Counsellor to
China: “We will work harder to make up for the two-year
loss of the American horse industry in China and be more
open. We will play an important role in the development of
the horse industry in China.” In China, the exciting news
has also become the headlines for the industry, and some
horse companies and clubs even immediately re-initiated
imports from the US, trying to bring American horses to
China for their clients as soon as possible.
“The signing of the Protocol Between the AQSIQ of the
PRC and the USA DAQHR for Horses to be Exported
from the USA to the PRC and other documents are
very good news for the horse industry. Strict quarantine
can avoid diseases and is a safety check for horses in
China,” said Han Zhanjun, general manager of Yanlong
International Trading Company. “For our company,
imports from the US were put on hold for quite a while.
American horses are famous for their stamina and
dominance in western riding, and many friends keep
asking me about this. Now the door is reopened, we are
