Welcomes Era of Horseracing
不久前，一条新闻轰动了马圈和金融圈，就像一夜的春风一般，赛马第一次抢占了各大
新闻媒体的头条，海南这座以旅游闻名的岛屿将要迎来与中国赛马的一次亲密接触。
Arecent piece of news surprised both the horse
industry as well as financial community. Overnight,
horseracing, for the first time, led the headlines in commercial mechanism that governs horse breeding, feeding,
all major media. Hainan, an island renowned for tourism, is
about to touch base with horseracing in China.
After President Xi Jinping spoke about a series of
major reforms in Hainan, Guidelines on Supporting
Hainan’s Comprehensive Deepening Reform and
Opening-up was jointly released by the Central
Committee of the Communist Party of China and the
State Council. These guidelines contain detailed plans:
“Encourage the development of beach sport, water
sport, horseracing and so on. Support the building
of national sport tourism exhibition area. Explore
the development of sports lottery and instant lottery
on large-scale international games.” Horseracing’s
industrialisation and marketisation is in full swing in
Hainan while the announcement of the guidelines is
hoping to unlock the once-caged potential.

From an international perspective, horseracing is a highly
commercial and competitive sport. There is a systematic and
training and racing. Horseracing industry is fairly developed in
countries like the UK, the US, Australia and Japan. However,
horseracing in China is restrained by all sorts of conditions,
and its industrialisation and marketisation is not fully
developed. The guidelines may change the status quo.
EDFZ IS EXPECTED TO BE ACCELERATED
The biggest barrier to developing horseracing in China
is quarantine. Horseracing, top international races in
particular, has strict quarantine procedures, which
means horse breeding, feeding, training and racing have
to happen within Equine Disease Free Zones (EDFZ).
EDFZ is the temporary establishment of a zone free from
specified multiple diseases. An EDFZ may normally be
defined with reference to a subset of specified diseases
that are listed by World Organisation for Animal Health
(OIE) for equines.
