In every industry, there is an organised group of
individuals that take an active role in advancing European & Mediterranean Horseracing Federation
its transformation and growth, and in China,
there is CHIA, an official body that plays a key
role in overseeing the country’s growing thoroughbred
industry.
At the CHIA administrative office located in the
National Animal Husbandry Central Station in
the Shunyi District of Beijing, I received a warm
welcome from Secretary-General Yue Gaofeng,
and his wonderful introduction gave me a better
understanding of this organisation. CHIA is a first-
class industry association governed by the Ministry
of Agriculture and the Ministry of Civil Affairs of the
People’s Republic of China.
CHIA’s earliest activity came in 1976 with the
formation of the National Horse Breeding Committee
and the China Stud Book Committee, which led
to the establishment of CHIA in 2002. CHIA is a
national-level, advanced social association that plays
an active international role as a member of the
International Stud Book Committee (ISBC), the
World Arabian Horse Organisation (WAHO), and
the Asian Racing Federation (ARF). CHIA also is one

of the organisations accorded observer status by the
(EMHF).
According to Secretary-General Yue, CHIA was
set up to ensure a healthy, fair and stable environment
that is conducive to the Chinese horse industry, playing
a vital role in strengthening the industry. Some of
its functions include: facilitating equine research
and development; offering consultancy services,
coordinating domestic and international trade and
exchange programmes, promoting the development
of new products and technology for the betterment of
the Chinese horse industry; formulating registration
rules for thoroughbred horses; ensuring that studbooks
operating in China are in accordance with the
standards established by the ISBC; establishing breed
standards and ensuring that the horses conform to these
standards; undertaking research and development in
the conservation, breeding, disease prevention and
nutrition of equine animals; organising exhibitions,
auctions, appraisals, imports and exports; managing
registration of horses for racing and equestrian
sports; and publishing and disseminating up-to-date
studbooks, publications and handbooks.
